[Freegis-list] AVL GPS & GSM modem using SMS-900-1800

I'm looking for a Vehicle Tracking System (AVL). The system should work with
GPS & GSM modem using SMS-900-1800.
The project would be implemented in N. Africa.
Any idea, past experience, or advice would be appreciated.
