any code serving a map though http is in fact already a web mapping server.

If you are looking for a web mapping server that does not apply the
OGC WMS specification (which does seldomly make sense IMHO),
then you should search for map rendering code in a programming language
you prefer and extract it from the application for your own purpose
to build some http Perl or PHP stuff around.
