Did you try the usual suspects for simple 3D tools
found in the repository of www.freegis.org?
E.g.:

	g3DGMV
	http://www.freegis.org/details.en.html?name=3D+Graphical+Map+Viewer

	OpenEV
	http://www.freegis.org/details.en.html?name=OpenEV

	demo3d
	http://www.freegis.org/details.en.html?name=dem3d

I would try OpenEV first, it can also deal with shapefiles.
