Probably somebody has already converted the Tiger data into another
format. Otherwise I would suggest to use gdal/ogr [1] which has among
others a driver for Tiger data and PostGIS/Postgresql.

The UMN MapServer [2] would be the most popular choice though you could
try others like deegree [3] or the GeoServer [4].

The one I know which has even been adapted for webpublishing is
bbbike [5]. It is based on data of Berlin but it should be possible
to replace the data by your own.
