Hi Robert,

You may be interested in a paper I had published in the SECOND INTERNATIONAL
SYMPOSIUM ON GIS/SPATIAL ANALYSES IN FISHERY AND AQUATIC SCIENCES.

See http://www.esl.co.jp/Sympo/2nd/pdf/contents.pdf which lists the paper by
Brent Wood on constructing a Fishery GIS from free/Open Source components.
(This was not formally presented at the symposium, but arose from another paper
I presented, which used OS GIS tools & generated sufficient interest to have
the second paper written for the proceedings)

I have also given presentations on standards based GIS, where the various
functional components of a corporate GIS are different (but interoperable) GIS
packges. The focus was on not buying into proprietary systems, but ensuring
that the components of a corporate GIS adhered to appropriate standards (eg:
OGC) so the user could choose the most appropriate package for their needs out
of the available commercial or Open Source offerings to build a customised
suite of GIS tools to best meet their needs. I guess such a suite could equate
to an enterprise GIS.
