Hi,

research on geospatial web services must take into account what OGC is 
doing - there is no doubt about that. But OGC is not a panacea. Regarding 
your questions 1 and 2, I recommend to have a look on the R&D work 
published in the Int. Journal of Web Services Research. There is a great 
deal of work that is of use to geospatial and non-geospatial web services 
alike. You will find the journal's table of contents at 
http://www.informatik.uni-trier.de/~ley/db/journals/jwsr/
