Since this was a national report the vision expressed was necessarily 
national. However the vision might readily be expanded to a "Global 
Commons and Marketplace in Geographic Data and Services." In fact the 
vision might be expanded to "Global Commons and Marketplace in 
Scientific and Technical Data" generally.
