maybe you are interested in the Mapbender project.

http://www.mapbender.org

The software is licensed under the GNU/GPL and provides a lot of
functionality. It runs on most every architecture and sticks to using OGC
standards. We are currently extending edit functionality for several
collaborative community projects (hiker, biker, geocacher, handicapped
people, etc.) The base geo data most of the time has to be taken from
public or commons sources sometimes making it very difficult to cover a
larger area.
