In theory there should be catalogs for discovery, but there just aren't.  
We had this same problem and started a wiki just to throw up services - 
though it's probably out of date by now:

I'd recommend using Refraction's google catalog: 
http://www.refractions.net/ogcsurvey/  Note that it's also built in to 
udig (http://udig.refractions.net) as a plug-in, so you can browse and 
then connect with their viewer right away.

I think a first step would be a set of open source/creative commons type 
licenses for maps, so we could easily identify if they are 'free'.  The 
openstreetmap peaople (http://www.openstreetmap.org) have had a good bit 
of discussion about this on their list.  They currently use CC 
Attribution-ShareAlike.
