Thanks for your reply. I've asked some authorities and it seems
I can use ArcXML specification in my application. Yes, the main
reason is interoperability with i.e. ESRI ArcPad which uses ArcXML as a
project format.

Something OT but interesting:
I discovered that ArcPad and ArcXML (or its subset used by ArcPad) is 
not XML conformant!
