[Freegis-list] data viewer wanted

Without knowing the use cases, it seems to me that a web application
could be worth thinking about. They surely are easy to install from the
user's point of view and it is easy to control what the user can do. If
a desktop application is a must, then I suggest you start from QGIS,
MapWindow, uDig or something of that sort with a nice look and
professional approach to installation and select one. The requirements
that you have for the features could be satisfied with a plug-in with a
few dialog boxes. The plug-ins require some programming and every
platform has its own set of techniques for developing them.
