I'm not aware of any such tool.  Additionally, I think something like
this would require some intelligence on how a shapefile's (dbf)
attributes would map to GeoRSS' native RSS model.

Your best bet might be to use ogr2ogr () to convert a shapefile to GML,
then write something custom to translate the GML to GeoRSS.

I wonder if there is a free tool to convert from shape files to GeoRSS,
I need to use some shape files as layers for MS-Virtual Earth control.

Any advice
