Hi,

Why do you need to use "Delphi"-written components?
Can't you use .NET components? If so, you can have a look at MonoGIS (http://www.monogis.org/), which is a library built on topo of Mono platform which uses several third-party components as well; or maybe SharpMap (http://www.codeplex.com/Wiki/View.aspx?ProjectName=SharpMap).

You can also use Java libraries, as GeoTools (http://geotools.codehaus.org/) for instante, and use sg. like IKVM (http://www.ikvm.net/).
