Some options to try:

I've used OpenDX, it may be able to do what you want, VTK is more of a toolkit
approach to build your application, so may be more suitable. NVIZ, the 3D
module in GRASS GIS may also be useful.

I suggest you also look at some Open Source 3D gaming alternatives. For
example, the rendering code in FlightGear may be able to be used for your
purposes.
