OpenLayers and ossimPlanet would work for this.

OpenLayers.org - not 3D but caching - Javascript.

http://www.ossim.org/OSSIM/ossimPlanet.html - 3D, caching, but not a  
web client.

Either of those might do it. I know ossimPlanet can overlay shape  
files. There may be some OpenLayers drivers for GPS data but I don't  
know.
