[Freegis-list] INSPIRE petition and non-Europe residents

I was happily filling out http://petition.publicgeodata.org/
until I could not find my country in the click list, and as no
write-in choices are allowed, could not proceed. Game over.

You miss valuable voices from abroad.

So there ought to be a second petition, or a box to click to say
"Dear Authorities, though I don't live in Europe, I just want to let
you know I agree. That's how world-class countries do it, etc."

P.S., and fix the horizontal scrolling!
