GRASS is the opposite of monolithic :-) It's absolutely
modular, you just need a few lines of shell script (or batch file)
to launch one of many commands:

Non-distributed GIS: You can run GRASS con clusters if you mean this
(I didn't read the entire thread, sorry).
mobile GRASS: In 2002, we developed "babyGRASS", a 2MB version
by just extracting the modules (commands) we needed for our
iPAQ devices:

There was also a GRASS Server 2004

demonstrating how it worked.
A modern variant is PyWPS (Python Web Processing Service):

it has been written with native support for GRASS, using this
some client-server model could be invented.
