WFS and WCS can serve 3D data, if the implementation allows it. For WFS 
you would need support for an application schema able to handle 3D data 
e.g. CityGML (deegree supports this). WTS and W3DS on the other hand are 
visualisation services.

It is not yet clear if W3DS will become an OGC standard and there are 
not current plans for supporting it. deegree so far implements WTS, 
allowing us to build thin clients (HTML/javascript) without any plug-ins.

I can only reply to this in regard to deegree. And I do not understand 
the question fully, but I am afraid the answer is "no" ;-)
So far deegree does not support anythin dynamic in regard to visualisation.
