[Mapit] New PIL-Version and Windows binary

Hi all,
Installing the Python Imaging Library (PIL) is one of the trickiest
steps during the installation of MapIt!, especially since most binaries
require a tcl/tk installation (tcl/tk support is a compile time option
and is not necessary for MapIt!).
In the newest version of PIL, the tk specific part has been put into a
separate module whic is only loaded when a python program tries to use
the tk-binding of PIL.
Thanks to the PIDDLE team, a W32 binary of this version is available at
sourceforge:
http://piddle.sourceforge.net/downloads/PIL-1.1.1-win32-bin-for-py152.zip
To install it, copy the subdirectory PIL to your main python directory
where python.exe is located.
The default location is c:\Program Files\Python.
