My name is Troy Frisbie and I manage the NASA's Scientific Data Purchase program. I was forwarded your message by my staff, who thought I could assist you. 

There are no restrictions on the LandSat mosaics and it is for public use. Since the images are downloadable for the public's use, there is not a lot I can do to control what is done with them. So, you are free to use as you wish. However, I do feel that NASA and EarthSat should be acknowledged in some way. We normally request that if an organization uses our images that they use the following statement: 

Provided through NASA's Earth Science Enterprise Scientific Data Purchase Program. Produced, under NASA contract, by Earth Satellite Corporation. 
On an added note, I would like to request that you send a brief statement of any comments or accolades that you may receive from use of our data. We are trying to compile a listing of the uses of our data. Having an entry from you would be a nice addition to our report.

the Landsat MrSID files downloadable at https://zulu.ssc.nasa.gov/mrsid/mrsid.pl, are they free usable also for non-US organisations? Our institute (Leibniz Institute for Applied Geosciences in Hannover, Germany) is a non profite research institute, and we would like to use Landsat as background tiles within an internet mapserver application.
