ich hab jetzt nochmal nachgeschaut und folgende Info gefunden::

 Does XE come with Oracle Spatial or Locator? 
Oracle Spatial is an option to the Enterprise Edition so will not be provided with Oracle Database Express Edition. The current beta release of Oracle Database XE also does not support Locator, we will consider this for the future however if we see strong demand
