Actually, I know all about gettext.  I was talking about the way in
which software releases interact with the po-files.  What if you had a
Wiki-like interface to po files?  So that anybody could say, for any
program, "give me the French translation", and if there wasn't one,
they could write it, and install it on their computer.  And of course,
anybody else could install it.

I'm assuming that 1) it's hard to get translators, and 2) that if
people could trivially create a translation, more translations would
be available.  If those assumptions are wrong, then I am speaking
doo-doo.
