Both Thuban and GRASS can handle attributes.

When you have shapefiles, you can also use many other packages.
I will answer the more involved Thuban questions on the thuban-devel list
(and send you a copy).

Thuban currently cannot do the more involved GIS operations like
merging, editing and writing out shapefiles. There are some experimental
extensions and having one using gpsbabel to create a shapefile looks
like a short hack. That would enable someone to produce maps.
