Subject: Classifiers should handle NULL fields in tables

The classifiers make the assumption that all rows in the column they generate
the classification for have non-NULL values.  The should be extended to handle
that case.  The Table methods that return values will return None for NULL values.

One case:

GenQuantilesPanel.GetList in Thuban/UI/classgen.py
