it is intentional.
I put the stuff of which I think is complete and working
into the Extensions menu.

The stuff that is incomplete or has still serious bugs
to solve go into Experimental.

WMS was in Experimental so far because the implementation
was not completet. So, once you are done with this,
it should be moved to Extensions ;-)
