Ok, I found the problem. It is that when a polygon layer has no fill color
(i.e. only boundary lines are visible, the rest of the polygon is
transparent), nothing is exported.
You can reproduce this with the Iceland sample data by setting the fill
color of the political boundaries to transparent.
