Incorporating PyOGCLib

Hi,

the idea came up to incorporate the part of PyOGCLib that is used
in the WMS extension into the WMS extension.  This would affect two
files (WMSClient.py and Errors.py).

What do you think about this?

It is suffiently free so we won't create a license problem at least.
