Sorry, I got confused for a while.
Usually a user needs to activate the extensions
via an ~/.thuban/thubanstart.py file.
This is where I have:
cat ~/.thuban/thubanstart.py
try:
import Extensions.svgexport
except:
pass
Probably instructions are needed where to have such a file on windows.
There was a bit of a discussion about how to make extensions
automatically loaded a while ago with Thuban development, but I
currently do not remember the conclusions myself. It was not fully
resolved though.
Bottom: Your build might just have it in there, I did not try.
