Let me guess: You're using Python 2.3 on Linux but 2.4 on Windows? If
so, the problem my be a bug in Thuban's C/C++ code or even in gdal.
Before version 2.4, Python made sure that LC_NUMERIC is always "C" when
executing normal C-level code even when the user's locale was different.
In 2.4 and later, LC_NUMERIC behaves just as all the other locale
settings at the C-level. For more details on this, see
