This will affect Python2.4 with gdal and proj
as Python 2.3 enforced a different LC_NUMERIC.
To solve this problem, I think we should

a) search for and possibly file a bug with GDAL
b) Write a testcase that fails with LC_NUMERIC being set to ",".

c) Unless this is fixed, make sure our gdal and proj calls are always 
   LC_NUMERIC  C.
