Barry,
I am not sure yet, how we can do this best.
The FSF uses a copyright assignment.
The FSFE has development something 
called a fiduciary licensing agreement (FLA)
which will also hold with European "copyright".

Where are you based?

Currently Intevation holds all "copyrights" on Thuban's code.
A while ago we were considering to transfer the copyright to the FSFE
or a similiar organisation. At that time FSFE was not ready to accept code.
For now it would be easiest to have Intevation keep the copyright,
which we later still could transfer to FSFE or so.

For the time being it would be fine to have a signed email
saying that you transfer the copyright (or exclusive exploitation rights)
of your Thuban contributions
to Intevation for the purpose that we publish it as Free Software.
Intevation will grant you a single usage right back so you can do 
with the code whatever you like.

Didrik, best would be if you could also send such an email.
Would you be willing to?
