utf8 encoding problem

I'm facing some problems reading non-utf8 files with a utf8 locale on my
Debian/Sid system. 

I've reported what I encountered here :

Would it be a good idea to allow the user to configure a list of locales
for the loaded session ? All the dbf files could then be filtered if
needed.
