DBFSet_atof_function

Hi all,

I guess this is primarily a question to Bernhard Reiter: what's the story of
DBFSet_atof_function() you seem to have added in dbfopen.c?  It isn't in the
maptools.org version of shapelib I have ported to the WIP-pyshapelib-Unicode
branch, and still everything seems to work =).  If there's a good reason to
have this included again, we can bring up the issue with Frank?
