Yes, in this case.

Because you are doing general work on the pyshapelib, 
we could think about splitting it off
into its own software on Wald at some point.

There is no standard rule, I guess. It depends on the circumstances.

Best is to use an email application which has a rely-to-list feature.
"reply all" gives the last poster and extra message that is unneeded.
