I thought I had comments in there or in the documentation.
Darkly I remember that Python <2.4 will not set the LC_NUMERIC when calling
the extention modules, so there is no need for the PyOS_ascii_atof() function
and also no problem. So the behaviour should be the same, an LC_NUMERIC
agnostic atof() is called.
