in the layer properties box i add the line
text_title.SetInsertionPointEnd() because i thought it was inconvenient
to have the insertion point at the beginning on the title text. if
someone wanted to change the text they would generally have to move to
the end of the title first.

this call is probably what is causing the strange behavior, but it would
seem to me to be a bug with wx.
