We only deal with Free Software (which always includes access to the
source by definition. Because you need to have the freedom to change,
redistribute and use the software.)
There is a bunch of software which can render vector data.
It really depends on your needs. GRASS for instance can do the job.
You only have to get your data in.
There is no direct import command for GRASS AFAIR,
but the http://pages.infinit.net/danmo/e00/index-mitab.html
can read the format and translate it to MIF for instance.
Maybe you can use this library somehow.
