We have to sure of the license terms.
Is it free software now? There is no notice (except in the documenation,
which might have been for another products: saying that it is not public
domain at time of writing.)
If is was produces by the US government, it might be public domain.
So did they state that the source code you can distribute is in the
public domain?
Or did they release it under a different license?
The best would be an official statement from them.
Otherwise the software is useless and cannot we used together with
modern GRASS versions.
