[Freegis-list] shapefiles tools?

Hi all,

I am pretty much still learning about polygons,
shapefiles format and all the rests of the stuff. Is
there a Java tool to combine multiple shapefiles to
one single shapefile? For example, m1.shp, m2.shp,
m3.shp to just one file, mall.shp. Is there also a
Java tool to make a shapefile given a set of latlon
values?

Could someone please tell me what type of GIS tool I
should be looking for? Thanks for the help.
