Hi Pedro,
Delphi code can be released under a free software license.
It is true that a lot of free software projects are done in C
and run on GNU/Linux systems,
but free software can be written in (almost) any programming language.
It also does not matter if it runs on a special platform,
some free software only runs on Windows machines.
It can be a drawback if a free software requires proprietary code
(in this case the Borland compiler) to build the software from the
source, but it is no show-stopper. I also assume that the resulting
binaries can be distributed without restraints, so there is no problem.
