GML is the Geographic Markup Language, an XML-based format for representing
geographic features that is being developed by the OpenGIS Consortium. The
GML 2.0 spec is available at:

  http://www.opengis.org/techno/specs.htm

Don't know of any stylesheets to convert to SVG (Scalable Vector Graphics, an
W3C candidate recommendation for representing 2D grahics in XML), although
the GML folks do talk about using SVG as a presentation layer. You may want
to contact some of the GML folks if you don't get a better answer here. Ron
Lake <rlake at galdosinc.com> is one of the main guys for GML.

Cheers,

Martin.
