if your are looking for help with ArcView this is the wrong mailing list
(newsgroup comp.infosystems.gis or ESRI mailing lists are better places to
get an answer).

If you are looking for a Free Software product that helps you with the
projection, there are several opportunities of which most
are actually based on the PROJ library.

Depending on the amount of your data and your programming skills you may
want to try out GRASS (as a full-featured GIS), use PROJ directly (command line,
seperate shapefile conversion necessary) or try out OpenMap (which I am not
too familiar with, but it should be able to solve the task).

There are further tools - comments?
