[Freegis-list] Asset Management / Work Order System for Utilities

Greetings.

Does anyone know if there is a GIS-based Free or Opensource Asset Management and Work Order System that would be suitable for water and wastewater utilities similar to Hansen's or RJN's?  Or if there would be anyone interested in developing such a thing?  The closest thing that I could find was an Enterprise Resource Planning System ( http://opensourceerp.org/default.htm ).
