Hi Khurram.

The inovaGIS project from Portugal makes available under the MIT license a wide variety of free geographic information software that use the inovaGIS library, and several applications were developed with Visual Basic:

Please note the inovaGIS library in which these applications rely IS NOT free software, which renders them basically useless. But you are free to ask its developer, Pedro Pereira Gonçalves, about any plans to release the source code under one of the standard free software licenses.
