First note that ARCINFO nor Visual Basic are Free Software.
The support for non-free Software is very limited in this forum.
(Ususally it is zero, but sometime people happen to learn a lot lurking
around here and learning about Free Software. ;-> )

We could try answering how we could solve this problem using Free Software.
Assuming that you have the data in ungenerate format, you might try
gen2shape to make it a shapefile or maybe check if GRASS has an
import programm for the e00 format.

If you have the data in a shapefile you can use the shapelib to
access the data from your favourite programming language.
Personally I recommend python and the shapelib python bindings.
There are several java libaries which also might help you.
Openmap and geotools for a start.

Depending on your graphic library you should be able to easly add
graphical figures to the display.

Let us know what you find out.
