Below you'll find information on a project announced recently.

It follows the OpenGIS specs and relies on a couple of others (already opengis-compliant) free gis software.

Community Map Builder
Empowering communities to build and share geographic maps.

The Community Map Builder will provide an Open Source framework which will
allow communities to jointly build geographic databases and share them over
the web.  It will be particulary useful where geographic knowledge is spread
across a large group of people.  For instance:
 - Collecting animal sitings
 - Mapping favourite off-street bicycle routes in a city
 - Mapping bush fire and walking trails
The Community Map Builder is being built to Open GIS standards, which
means it will be inter-operable with numerous other Web Mapping Services.
Initial development will focus on enhancing the current open source
components, before working on the core Community Map Builder
functionality.

Schedule
Done:
 - Develop Web Map Server based on Open GIS Standards.  Version 3.5 of
Mapserv provides a beta level open source Web Map Service.
 - Develop a Web Map Server client.  I've helped incorporate this functionality
into Geotools, a web based java applet.
To Do:
 - Develop an open source Web Feature Server based on Open GIS Standards.
This will probably be done best with PostGIS.  I'd be interested to hear if
anyone is working on this.
 - Develop a Web Feature Server interface to Geotools.  I plan to help out
with this next.
 - Develop a Transactional Web Feature Server interface.  Again, I'd look
to PostGIS for this.
 - Develop Transactional Web Feature Server client interface.

Release 1 - Prototype
 - Design data models, interfaces etc to drive the components.
 - Design business logic to control update procedures.  I'm invisaging
something similar to the comments moderation on http://slashdot.org
Release 2 - Core functionality
 - Lots of possible features to add later.
