I'd suggest 

+ definitively first to look at the member list of OGC (if you are a
member :-< );

+ then perhaps http://www.galdosinc.com/, because it is hosted by a GML
author and evangelist;

+ and finally look perhaps at implementations, like JaGo (Java) or
MapServer (C) -> see freegis.org.

But all depends: 

+ Which version do you mean? GML is a running target... the hottest
version in discussion now is the one which is finally model-based and
potentially ISO compatible: Version 4 (Remark: model-based means based
on UML (mandataory) with XML schema generation rules, see
www.omg.org/mda).

+ As you may know, GML docs are "copyrighted" and potentially "hold
back" - to the public - for at most 6 months according to the OGC rules.

BTW.: GML 4 will be a good thing (though a bit overloaded)! Based on our
experiences since the 90's with UML and XML alike technologies, like
INTERLIS (www.interlis.ch), we tried to promote this kind of model-based
technology since years.
