first of all I recommend to drop Outlook and use a Free Software
tool :-) Mozilla might be an option for you ...

This server is not maintained by the FreeGIS team.
Dan Jacobson <jidanni at yam.com.tw> set up the nntp service.
Please get in contact with him.
An let me know if you get a positive answer - if not I will remove
