At least I don't know any.
Geocoding needs the right data.
Given that you have asked for US Census blocks, 
the data might be available as public domain.
The algorithm would depend on the data structure.
If you are able to parse it and possibly import it into something
like PostGIS, you probably can easily build such an application.
