Hi,
what we do is to combine WebGIS technology with local applications. That
way you have the power of a server system and can deploy local
applications nonetheless. Precondition is that you either set up your
own server or find a server that already hosts the data you need.
There is VB Active-X source code which handles the connection between
the local app and the WebGIS map. Its not an off-the-shelf tool but we
have used it for several productive systems which just run fine. What
you do is to show the maps in a HTML browser but control them from the
local app. You can find the sources on http://www.mapbender.org, just
follow the download links.
If you implement the local application yourself its easier still, just
include an HTML control and link to the WMS that contains your geodata.
